"radio bleed" is completely different from the directed energy required to send a signal to a remote star. I think potential invaders won't decimate humans for Earth or the natural resources on Earth (because, ostensibly, it's a lot easier to find an empty planet without having to deal with pesky humans) but instead so humans don't become a threat to their civilization (いわゆる preemptive strike)
